Dr (Adj A/Prof) Arthur Chern

Dr Chern is a public health physician. He studied medicine at the National University of Singapore and did postgraduate studies at Yale University and Harvard University. He worked in the Ministry of Health Singapore and held senior positions in various areas including medical manpower, health technology assessment, elderly services, professional standards, hospital services, primary care,and health regulation. He was also the executive secretary of the Singapore Medical Council and Secretary Specialists Accreditation Board, and Registrar of the Advance Medical Directive. He is an active fellow of the Academy of Medicine and was Chairman of the Chapter of Public Health and Occupational Physicians.

Mr Vincent Budihardjo
(Appointed as Executive Director, Psychiatric Services on 1 July 2024)
 
Vincent Budihardjo came from the Banking and Finance sector with extensive experience in managing Global Treasury projects and operation.
 
Vincent joined SACS and helped set up five Senior Activity Centres.
 
He was appointed Head of Integrated Employment Services and SACS Senior Services since 1 July 2017, Centre Director of Anglican Care Centre (Simei) since 3 May 2023 and Executive Director of SACS Psychiatric Services since 1 July 2024.

Dr Daniel Lee Hsien Chieh
(Appointed on 16 January 2024)
 
Dr Daniel Lee holds an MBBS and a Graduate Diploma in Family Medicine from the National University of Singapore, as well as a Master of Public Health from Harvard University. He is an accredited Public Health specialist and a Fellow of the Academy of Medicine Singapore.
 
Prior to joining SACS, Dr Lee was the Chief Executive Officer of Thomson Medical Singapore. He has held various leadership positions in hospital operations and clinical services at Changi General Hospital., and also served at the Health Regulation Group and Epidemiology & Disease Control Division at the Ministry of Health.
 
Dr Lee was awarded the Permanent Secretary (Health) Award in 2010 and the COVID-19 Resilience Medal in 2023. He is currently the President of the Fulbright Association (Singapore) and an elected Council Member of the Singapore Medical Association. He sits in the Council of the Advertising Standards Authority of Singapore (ASAS) and the Complaints Panel at the Singapore Medical Council. 
 
Dr Lee is concurrently the Chief Executive Officer, St. Andrew's Nursing Home and Director of Medical Projects at St. Andrew's Mission Hospital.

Mr Justin Teo
(Appointed on 3 May 2023)
 
Justin is a Singapore Registered Psychologist. He has a Masters in Arts (Applied Psychology) and is an approved supervisor with the Singapore Psychological Society. He has supervised trainee psychologists and counsellors from various educational institutions such as the National University of Singapore and National Institute of Education.
 
Justin is appointed by the Ministry of Health as a member of the Board of Visitors under the Mental Health (Care & Treatment) Act. Since 2020, he has also been appointed as a management committee member of the Singapore Association of Mental Health - Activity Hub.

Mr Paul Chim

Paul joined SACS in 2004 after having been in the commercial sector for over a decade. In 2006, he was part of the team that started the Community Rehabilitation and Support Service (CRSS). CRSS expanded quickly and within 5 years, the service branched out to three centres namely, Bukit Balok, Pasir Ris and Yishun. In 2017, Paul moved on from CRSS to start Anglican Care Centre (Farrer Park) .

Ms Irene Sng
(Appointed on 1 January 2017)
 
Irene obtained a Master degree in Social Science in Counselling from University of South Australia and Master of Science in Psychiatric Rehabilitation from University of Medicine and Dentistry, New Jersey. 
 
Irene was the Deputy General Manager of an offshore bank before she joined SACS in 2005. Irene was involved in setting up the Integrated Employment Services before being appointed as the Centre Head of Anglican Care Centre (Bukit Batok).

Mr Francis Goo

Francis was serving in the teaching profession before making a switch to counselling in 1999. As a pioneer of the organisation, Francis has seen the growth of SACS Psychiatric Services. Always interested to do more direct work with beneficiaries, Francis moved on to Anglican Care Centre (Pasir Ris) to do community intervention work. Francis has a Masters in Counselling (Monash).

Ms Charmaine Low

Charmaine studied Psychology at Murdoch University in Australia, and obtained a Master's degree in Social Work from the Singapore University of Social Sciences.
 
She has been in the Social Service sector for the past 9 years, advocating for individuals' psychosocial needs. She provides clinical supervision to the team at Anglican Care Centre (Yishun), as well as social work students at the tertiary level, and peer support specialists during their practicum. Charmaine also volunteers her services with the Big Love Child Protection Multi-Disciplinary Team on a regular basis.
 
Charmaine joined SACS in 2014 and is currently leading the team at Anglican Care Centre (Yishun) to serve individuals with mental health conditions, enabling them to live well and re-integrate into the community.

Mrs Mina Lim
(Appointed on 1 February 2017)
 
Mina graduated as a physiotherapist and woked as a clinician in Singapore General Hospital before joining Nanyang Polytechnic to teach the Diploma in Physiotherapy course. She joined the Agency for Integrated Care (AIC) to focus on standards in centre-based care in 2009 and was involved in developing the Implementation Guide to Guidelines for Centre-based Community.
 
In 2014, she joined St. Andrew's Mission Hospital (SAMH). Since then, she has helped set up seven Senior Care Centres and Community Case Management Services. Mina continues to provide advisory to the AIC and Ministry of Health (MOH) by being involved in the 'One Rehab', Credential Committee of Physiotherapy in Secretariat of Healthcare Professional Boards (SPB), Healthcare Productivity Fund and Training Advisory Panel for Learning Institutes.
 
Mina also serves in SAMH as the Director of St. Andrew's Senior Care.

Ms Yvonne Kiang

Yvonne has a Masters in Social Science (Counselling) from University of South Australia. She has worked in social and mental health for over 20 years. She joined the Anglican Care Centre (Hougang) in 2008. In the past 15 years, she has taken various roles in Programme, Residential, Clinical and Administrative (management role) departments.
 
She has been a Certified Psychiatric Rehabilitation Practitioner since 2009 and has been a Committee Member of Singapore Association for Psychiatric Rehabilitation for the past 12 years.

Ms Theresa Wee

Theresa has a Masters in Social Science (Social Work) from National University of Singapore. She has been in the Social Service sector for the past 21 years mainly working with children and their families. She has worked both at the community level as well as Ministry of Social & Family Development (MSF) and specialises in Child Protection.
 
Theresa joined SACS in 2017 is currently leading the team at Anglican Family Centre to serve ladies and children who have experienced violence to keep them safe and empower them towards greater resilience.
