In the 1950s - Set up of a Welfare Fund that could be distributed on basis of need regardless of race, creed or religion by St Andrews Catherdal.

- In the early 60's - The Fund grew and a committee was formed to administrate it. Mr Francis Thomas who was then principal of St Andrews School, suggested setting up a School Counselling Service as part of the Anglican Welfare Outreach.

Over the years, the counselling service began reaching out to the community, providing help and support to the less fortunate, the elderly and the needy.

In 1969, SAWC became affiliated to the National Council of Social Service.

In the 1970s - The Anglican Welfare Council (AWC) also started work with the drug addicts and the mentally handicapped and disturbed.

On the 24th June 1975 - Registered with the Registrar of Societies

In August 1986 - Started first in-house ministries at Whampoa Care Centre which was opened with the help of Whampoa Christian Centre (presently Chapel of the Holy Spirit).

In Febuary 1992 - Start-up of Elliot Road Care Centre.

In April 1992 - Start-up of East Coast Care Centre.

In April 1996 - Kallang Care Centre opened and replaced Whampoa Care Centre.

In May 1996 - Balestier Care Centre opened.

In August 1997 - SAWC certified as a On-the-Job Training Centre by the Institute of Technical Education (ITE).

In November 1999 - ERCC certified as an ITE approved training centre for the Certificate of Office Skills (COS) course.

In December 2004 - Closed down Balestier Care Centre and Elliot Road Care Centre and move all members to Simei Care Centre which can cater 150 Daycare and 120 Residential Clients.
